The followers of al-Nabahani deceive the people in the issue of (السياسة), politics, by making political work obligatory upon every Muslim. The type of politics they are involved in is the politics of the non-Muslims, that of party-politics, and vile partisanship (hizbiyyah), secrecy, dissimulation, it is not the politics of the Shari’ah. This is because (السياسة الشرعية), the Shari’ah politics is only in the hands of the rulers and scholars within the confines of an existing Islamic state, and the rulers and scholars look after the internal and external interests of the state. This is the Shari’ah politics. When there is no Islamic state, or an Islamic nation, then there is no Shari’ah politics in existence. Rather in that situation, the people make da’wah to Allaah and work those ways and means by which Allaah guarantees them authority in the land. The party-politics of Hizb al-Tahrir are not from those ways and means. They are simply the ways of the Marxists, Leninists and Communists which these 20th century thinkers (like Qutb, Mawdudi, al-Nabahani) were clearly influenced by, and whilst they agreed on the common idea (revolution), they all had their own interpretations has to how it should be achieved. So Qutb followed the Leninist route (an elite vanguard that engineers a coup), and Mawdudi followed the party-politics route as did al-Nabahani, except that he benefitted from his involvement with Ba’thist and nationalist parties, to form a highly-disciplined type of hizb that differed from the “gathering of the masses” approach of Hasan al-Banna and the Ikhwaan. Hence, the activities of these groups which are methodologies borrowed from non-Muslims are what they are deceptively trying to disguise as the “Shari’ah Politics.”
